The web service can interpret expressions that are unique for that application only.  For example, retail customer service representatives have described 20 apartment buildings as “Park City A”, “Park City B”, etc.  We interpreted those as individual buildings for that application and data was entered correctly without having to require the retail CSR to change the data.

What if retail application has unique building numbering scheme?
Retail agency management systems differ in the extent that they force retail users to correctly number buildings.  The Pre-Fill web service can distinguish some misnumbered buildings without making retail user change numbering scheme.
